Moodle 4.5 Updates

Technical Details: Updating Brickfield, Boost Union, and H5P plugins in all instances of Moodle. Modifying the configuration to allow course editors the capability to view and edit attendance sessions. Modifying the timing to when courses open for the start date of the course. Applies a fix to adhoc tasks being permanently stuck in queue.
