Moodle 4.5 plugin updates

Technical Details:

This upgrade will include updates to all of our third-party plugins (if available) within Moodle.

Local Reporter Plugin: Updates completion plugin to use v2 REPORTER completion service. Moodle Config Script: (format_tiles) force assumedatastoreconsent setting to true And all other plugins to latest supported and tested versions.
