Moving racks to consolidate hardware

Technical Details: Starting at 8:00 AM, all DELTA run services and related systems such as databases will be shut down, the VMs will be shut down, and the hardware will be powered off. The equipment will then be uncabled from power and network and physically moved to the new rack. The equipment will be re-cabled for power and network, and turned on in the required order. Once networking is confirmed working the compute hardware will be turned on, VMs restarted, databases restarted, and finally services restarted and restored.
