DELTA Infrasturctue Maintenance

Technical Details: As part of the work to decommission the legacy blade infrastructure, L3 networking needs to be moved to new devices within the MX7000 infrastructure. L2 connectivity will still exist to the old chassis to allow for gradual migration of VM workloads to the MX platform.
