Moodle upgrade

Details: Moodle will be upgraded to version 4.1.4, and the RespondusWS, Hot Question, H5p, Poodll Readaloud, Custom Cert, and Zoom plugins will be updated to the latest versions. Additionally issues with custom banners and the block drawer will be addressed.
