migrating load balancer service engines

Technical details: The service engines are currently running on a cluster that is on blades in an old blade chassis that is going to be removed soon. This work cannot be done without migrating the SEs to a different cluster.  The SEs will have their config modified to exclude the old cluster, and the SEs will be vmotioned to a new cluster that is on hardware which is not getting replaced.
