Projects and Outreach upgrade to Moodle 4

Projects and Outreach will both be upgraded to Moodle 4.0.x (matching the version on the Courses servers).  Additionally plugins and LTI connections will be updated to Moodle 4 versions as necessary.  Web servers will also be updated during this time and connections to databases and storage confirmed.
