Sluggishness with DELTA hosted services

We are continuing to diagnose, but initial investigations suggest ISP connectivity issues- either Spectrum and/or Level3, although at this time, we are not certain. There are no issues with server infrastructure at this time, and we have not seen any connectivity issues between campus and the MCNC datacenter. We also are in touch with the NOC at MCNC for more information.
