Port requirements for accessing media files in Moodle

Beginning on June 17, 2017, WolfWare is changing the way that certain types of streaming media files are delivered, in order to improve reliability of performance across all of our Moodle servers. Most users will not be affected by this change, but users who connect to Moodle at NC State from behind a firewall may be unable to access certain media files in Moodle.
